Rising college tuition costs in conjunction with low college completion rates have given rise to financial aid programs tied to academic requirements meant to encourage student success. The largest financial aid program in California, the Cal Grant, underwent multiple structural changes from 2015-2018, offering increased aid tied to academic requirements for community college students, such as being a full-time student. We study the effects of these changes on the academic success of community college students, an understudied population in this context.

About the Speaker
Scott Carrell
Scott Carrell is is a Professor of Economics and Faculty Fellow of the Civitas Institute at the University of Texas at Austin. Additionally, he is Professor Emeritus at the University of California, Davis and serves as the Co-Faculty Director of the California Education Lab. He received his BA from the U.S. Air Force Academy in 1995, an M.A. in Economics and an M.S. in Management from the University of Florida in 2002, and a Ph.D. in economics from the University of Florida in 2003. He previously taught at Dartmouth College and the U.S. Air Force Academy and served as the Senior Economist for Public Finance and Labor Economics on the staff of the President's Council of Economic Advisers during the summer of 2004. Professor Carrell is a Research Associate at the National Bureau of Economic Research, and a Research Fellow at Institute for the Study of Labor. He spent ten years as an active duty officer in the U.S. Air Force and retired from the U.S. Air Force Reserve as a Lieutenant Colonel in 2015. His primary area of research is in the economics of education.
