The Evolution in International Space Law

An overview of the origins of international space law in Cold War competition, the role of the United Nations, the wide-spread adoption of the four core space treaties in the 1960/70s, and the modern move away from broad multilateral treaties and towards “soft law” – voluntary adherence to non-binding principles and guidelines.

Format: 1.5 hour talk and Q&A followed by an informal social mixer.

About the Speaker

Major Jonathan K. Sawmiller, United States Air Force, is the Chief of Operations Law at Headquarters United States Space Command, Peterson Space Force Base, Colorado, where he advises the combatant commander, his staff, and joint operations center on the application of international and domestic law and policy to global military space operations. Major Sawmiller has served in a variety of judge advocate positions, including prosecutor and defense counsel, deployed rule of law advisor in Afghanistan, fighter wing deputy staff judge advocate, and cyberspace operations legal advisor at a component of United States Cyber Command. Major Sawmiller has taught Internet Law as an adjunct law professor and is a published author in the field of cyberspace operations.  Major Sawmiller completed a B.A. at Boise State University in 2007, a J.D. at the University of Idaho in 2011, and a LL.M. in Space, Cyber, and Telecommunications Law at the University of Nebraska in 2018.
